West Michigan Shoreline Regional Development Commission (WMSRDC) is accepting
bids from qualified contractors for excavation, grading, and landscaping to create an
approximately one-acre wetland.

Receipt of Bids: Sealed bids for the above project will be received at WMSRDC, 316 Morris
Drive, Suite 340, Muskegon, MI 49440 until 1:30 p.m. on May 22, 2018, at which time they
will be publicly opened and read aloud.

Each bid must be submitted in a sealed envelope addressed to WMSRDC, 316 Morris
Drive, Suite 340, Muskegon, MI 49440. Each sealed envelope containing a bid must be
plainly marked on the outside as, “Great Lake Restoration – Ribe Drain,” and shall
bear on the outside the name of the bidder and his address.

Prebid Meeting: A Prebid Meeting is scheduled at the WMSRDC Office, 3rd floor of the
Terrace Plaza Building on May 10, 2018, followed by a site visit to review onsite conditions and
to answer any questions. The prebid meeting will begin at 2 p.m. The prebid meeting is
mandatory, perspective bidders are required to attend.

Examination of Drawings and Specifications: Bid packages are available at the office of
Westshore Consulting, 2534 Black Creek Road, Muskegon, MI 49444 – Phone: (231) 777-3447
– Fax: (231) 773-3453 for a non-refundable fee of $50.00.

Bid Surety: Bidders are required to provide Bid Security in the amount of 5 percent (5%) of the
base bid, consisting of a bid bond or certified check payable to “WMSRDC.” The successful
bidder will be required to provide Performance and Labor and Material Bonds, each for one
hundred percent (100%) of the base bid.

Right to Reject Bids: The Owner reserves the right to reject any or all bids in whole, or in part,
and to waive any irregularities therein, and to award the bid as the Owner deems in their best
interest.

Contracts: The bid will need to be approved by the Owner, and will be awarded in a manner
determined to be in the best interest of the Owner.

Project Completion: The Project is to be completed by September 14, 2018.
