FY2026-2029 Transportation Improvement Program (TIP)

The Muskegon and Northern Ottawa County Metropolitan Planning Organization (MPO), which is responsible for transportation planning in the area, is seeking public comment regarding the development of the Fiscal Year 2026-2029 Transportation Improvement Program (TIP). In developing transportation plans and the TIP, the MPO consults with the public that are affected by transportation projects and incorporates public comment into the TIP planning processes (to the maximum extent practicable).

As part of the public participation process, the TIP is developed in a cooperative effort between federal, state, and local officials and serves as the final link in the transportation planning process. Its primary purpose is to identify transportation programs and projects to be funded with federal aid in accordance with federal law and regulations. This plan is an outline of the transportation needs of Muskegon and Northern Ottawa County for the next four years. A draft document of the TIP is being developed. The public review period for the TIP document will be April 15 – April 29, 2025.

The MPO staff is available for individual meetings and/or phone or email discussions with those interested in pursuing this opportunity for public comment for the TIP development and planning process.

Please note that this comment period also includes public review and comment regarding the Air Quality Conformity Analysis for the new Fiscal Year 2026-2029 TIP. The following air quality documents will be considered for air quality conformity and public comment:

  • Air Quality Conformity Analysis for the Partial County 2015 Ozone NAAQS Nonattainment Area for Muskegon County
  • Transportation Conformity Determination Report for the 1997 Ozone NAAQS – Grand Rapids Limited Orphan Maintenance Area
  • Transportation Conformity Determination Report for the 1997 Ozone NAAQS – Muskegon Partial County Orphan Maintenance Area
